Mr. Visser engages in an international investment, finance and trade practice with special emphasis in the Far East and Europe. He is a member of the New York, Washington D.C., and California (Inactive) bars. He has been a corporate attorney or executive for over thirty years, representing major United States and foreign clients in the United States, Europe, Asia and South America. He has been primarily involved in an international legal and consulting practice with emphasis on development of foreign investment in the United States, international investment, finance and trade, merger and acquisition, governmental relations, administrative regulation, banking and general corporate and commercial matters, venture capital and other merchant and investment banking transactions, finance and securities law, as well as international arbitration and commercial litigation before state and federal courts, as well as the International Chamber of Commerce.

In the area of business and finance, he is the founder, chairman and CEO of Vistra International Group, an international trading and investment company involved particularly in the Pacific Basin Region. He was co-founder of a federally chartered bank, The National Bank of Northern Virginia and its holding company. The Northern Virginia Banking Corp. He founded VEST LLC to invest in commercial real estate in the Washington metropolitan area.

Currently, he is forming a private equity fund, DC Capital, Inc., initially seeking to invest Far Eastern and domestic equity capital in high tech companies within the metropolitan Washington, DC area.

He also has been engaged in a governmental relations practice involving national issues regarding executive and legislative branch representation, including regulatory agencies. He has supervised corporate governmental relations programs and represented various trade associations, venture captial, banking, business and economic interests.

In addition, he served as general counsel to the national campaign committees of President Bush and Ford and as special counsel to Vice President Bush. He was appointed by President Reagan to The Advisory Committee for Trade Negotiations, the senior advisory panel to the president on foriegn trade issues.
