Ross was admitted to the Washington State Bar in 1976, the California State Bar in 1978 and is also admitted to the Northern, Central and Eastern Districts of California, Ninth Circuit Court of Appeal, U.S. Supreme Court, and the U.S. Tax Court. He received his undergraduate education at the University of Utah (B.A., magna cum laude, 1972) and his law degree from the University of Washington in 1976. He served as Assistant Attorney General for the State of Washington from 1976 to 1978 and has practiced in San Francisco since 1978.
